Laurie Balfour

Executive Director

Laurie Balfour has over 25 years of executive and financial management experience in the public and non-profit sectors. She is a Chartered Professional Accountant and holds a Masters in Business Administration.

Prior to joining the Automobile Insurance Rate Board in 2018 as Executive Director, she served as Senior Manager, Prudential Supervision within the Office of the Superintendent of Insurance for over nine years. Prior to joining the Alberta Government, she worked in the private sector as the Vice President of Corporate Services for an Alberta based non-profit organization.

Laurie has served on numerous national committees for the Canadian Council of Insurance Regulators (CCIR) and the General Insurance Statistical Agency (GISA). She was also the Chair of the Insurance Core Principles Implementation Committee for CCIR and is the Chair of the Data Management Working Group for GISA.

Laurie is responsible for the day-to-day management of the Automobile Insurance Rate Board.


Vivian Cao

Senior Actuarial Manager

Vivian Cao has over 10 years of actuarial experience. She graduated with a Degree of Actuarial Science & Statistics and then went on to complete her Fellow of the Casualty Actuarial Society (FCAS) and Fellow of the Canadian Institute of Actuaries (FCIA) designations.

Prior to joining the Automobile Insurance Rate Board in 2014 as Senior Manager Actuarial, she was with the Insurance Corporation of British Columbia (ICBC). At ICBC she was involved in different areas of automobile insurance including reserving, pricing, trending and underwriting.

Vivian serves on the Research Committee of the Canadian Automobile Insurance Rate Regulators Association.

Vivian is responsible for reviewing full filings, providing insurance and actuarial opinions to stakeholders and ad-hoc projects.


KimBerley Kern

Manager, Rate Review

KimBerley Kern has over 30 years experience in the insurance industry. She has completed her Chartered Insurance Professional designation.

Prior to joining the Automobile Insurance Rate Board in 2008 as Manager, Rate Review, she was with the Alberta Motor Association Insurance Company (AMA). At AMA she was involved in various areas of the insurance industry including agency, underwriting, loss control, rating before being promoted more senior leadership roles as Statistical Manager and Business Information Manager.

KimBerley has served in executive positions for the Canadian Automobile Insurance Rate Regulators Association, Allendale Community League, Parrot Resource Centre and the Edmonton Pet Parrot Club.

KimBerley is responsible for reviewing simplified filings, contracts, Automobile Insurance Rate Board website and is also the liaison with the Automobile Insurance Rate Board's Consumer Representative.


Christine Zhao

Senior Analyst, Rate Review

Christine Zhao has 8 years experience in insurance industry. She graduated with a Degree of Mathematics and Applied Statistics from the University of Alberta. She has completed her Chartered Insurance Professional designation and holds a Lean Six Sigma Black Belt certification.

Prior to joining the Automobile Insurance Rate Board in 2018 as Senior Analyst, Rate Review, she was with the Alberta Motor Association Insurance Company for 8 years as a Business Intelligence Analyst and prior to that as a Claims Planning Performance Specialist.

Christine is responsible for reviewing simplified filings, providing support for full filings, reviewing General Insurance Statistical Agency exhibits and other ad-hoc projects.


Katherine Seely

Executive Assistant

Katherine Seely has over 15 years administrative experience, and has completed her Administrative Professional Certificate.

Prior to joining the Automobile Insurance Rate Board in 2015 as Executive Assistant, she was an Administrative Assistant with Tax and Revenue Administration. Prior to starting with the Alberta Government, she was with the Alberta Weekly Newspaper Association as a Display Advertising Coordinator and has also been involved in various areas of customer service.

Katherine has served on the Canadian Automobile Rate Regulators Association fall conference planning committee.

Katherine is responsible for all administrative support for the office staff and Automobile Insurance Rate Board members.
