Ms. Laurie Balfour
Executive Director

Ms. Balfour has over 25 years of executive and financial management experience in the public and non-profit sectors. She is a Chartered Professional Accountant and holds a Masters in Business Administration.

Prior to joining the Automobile Insurance Rate Board in 2018 as Executive Director, she served as Senior Manager, Prudential Supervision within the Office of the Superintendent of Insurance for over nine years. Prior to joining government, she worked in the private sector as the Vice President of Corporate Services for an Alberta based non-profit organization.

Ms. Balfour has served on numerous national committees for the Canadian Council of Insurance Regulators (CCIR) and the General Insurance Statistical Agency (GISA). She was the Chair of the Insurance Core Principles Implementation Committee for CCIR and is the Chair of the Data Management Working Group for GISA.

Ms. Balfour is the chief executive officer of the Rate Board and is responsible for its day-to-day management.

Ms. Vivian Cao
Senior Actuarial Manager

Ms. Cao has been with the Automobile Insurance Rate Board since the beginning of 2014 as the staff actuary. After graduating from Simon Fraser University with the Bachelor's Degree of Actuarial Science & Statistics, Ms. Cao joined the Insurance Corporation of British Columbia (ICBC) and received her FCAS and FCIA designations in 2013. During her time with ICBC, Ms. Cao was involved in different areas of automobile insurance including reserving, pricing, trending and underwriting. Being a crown company, ICBC familiarized Ms. Cao with province-wide data and prepared her for this provincial automobile insurance regulator's role.

Ms. Cao is also sitting on the Research Committee of the Canadian Automobile Insurance Rate Regulators Association.

Ms. Cao is responsible for reviewing full filings, providing insurance and actuarial opinions to stakeholders and ad-hoc projects.

Ms. KimBerley Kern
Manager, Rate Review

Ms. Kern started her insurance career over 30 years ago. After working 22 years for the Alberta Motor Association Insurance Company, she joined the Automobile Insurance Rate Board in 2008. She has worked in various facets of the insurance industry including agency, underwriting, loss control, rating and then being promoted into more senior leadership roles such as Statistical Manager and Business Information Manager.

Ms. Kern has served in executive positions for the Canadian Automobile Insurance Rate Regulators Association, Allendale Community League, Parrot Resource Centre and the Edmonton Pet Parrot Club. She has completed her Chartered Insurance Professional designation.

Ms. Kern is responsible for reviewing simplified filings, contracts, Automobile Insurance Rate Board website and liaison with the Automobile Insurance Rate Board Consumer Representative.

Mr. Fei Mo
Senior Analyst, Rate Review

Mr. Mo has been working with the Automobile Insurance Rate Board since August 2015. Before joining the Board, he earned his Bachelor's Degree of Actuarial Science & Statistics from the University of Toronto. He is energetic and a strong team player. He is currently working towards obtaining his Associate of Casualty Actuarial Society (ACAS) designation.

Mr. Mo is responsible for reviewing simplified filings, providing support for full filings, reviewing General Insurance Statistical Agency (GISA) exhibits and other ad-hoc inquiries

Ms. Katherine Seely,
Executive Assistant

Ms. Seely joined the Automobile Insurance Rate Board in July of 2015 but has been with the Government of Alberta since 2013. Ms. Seely has more than 10 years of administrative experience, including 5 years as Display Advertising Coordinator with the Alberta Weekly Newspaper Association. Her diverse employment history has allowed her to develop superior skills and experience in office administration. In her role as Executive Assistant, Ms. Seely has managed to streamline and organize many areas of the Automobile Insurance Rate Board's office.

Ms. Seely is responsible for all administrative support of the office staff and rate board members.
